Fix status 422 

The DATABASE_URL was already being set correctly on some apps so when we tried to provision and update the DATABASE_URL we were getting a 422 http://stackoverflow.com/questions/30611801/how-to-change-database-url-on-heroku

Pretty sure we don't need this
